Richmond County deeds are recorded through ACRIS, the City's online system: the cover page, the transfer tax returns and the payment all happen there. This page walks through what the Richmond County Clerk (ACRIS) needs, and what a transfer into a trust owes.

Richmond County Clerk (ACRIS)
Recorded electronically through ACRIS by the City Register (the Richmond County Clerk acts as City Register for Staten Island).
The typical estate-planning transfer: an individual deeds a residence to the trustee of their own revocable trust for no consideration. Filled dots are required; hollow dots are good practice.
1. Sign and notarize
Print the Quitclaim Deed, have every grantor sign, and notarize
Wet-ink signatures on the original. ACRIS records the scanned image; the firm keeps the original.
2. Forms to enclose
Create the Recording and Endorsement Cover Page in ACRIS
Only ACRIS can generate the cover page; it is part of the instrument and drives indexing. Key the parties, address, block/lot and consideration exactly as they appear on the deed.
Create the NYC-RPT and TP-584 in ACRIS ("Create Tax Forms")
Both are generated inside ACRIS for the five boroughs; no paper TP-584 is prepared outside it.
Complete the RP-5217NYC and upload it as a supporting document
The NYC version of the transfer report. Fill it in Acrobat; do not hand-write.
3. Page format
Scan the executed deed as a flattened black-and-white PDF, 300 DPI or less, no security, at most 11 x 17
ACRIS rejects secured, color, or oversized PDFs.
4. Fees and payment
Pay recording fees and any transfer tax in ACRIS (eCheck or card) or at the City Register window
A trust transfer for no consideration owes $0 transfer tax; the RPT and TP-584 are still filed.
5. Submit for recording
Submit: e-submitter upload, or bring the original to the City Register
Registered e-submitters upload the PDFs, preview the packet and pay online; the stamped cover page and CRFN come back by email. Otherwise print the ACRIS packet and file the original at the Richmond County Clerk.
New York City recording fees and the NYC Real Property Transfer Tax are computed inside ACRIS when the cover page and tax forms are created, and paid there by eCheck or card (or at the City Register window). There is no county fee schedule to reproduce here.
Transfer tax. New York State charges $2 for each $500 of consideration (or fraction), paid by the grantor, plus a 1% mansion tax paid by the grantee on residential conveyances of $1,000,000 or more. A transfer for no consideration — a deed into the grantor's own revocable trust, a gift — owes $0, but the TP-584 is still filed with the exemption claimed on Schedule B. Where tax is due most clerks want a certified or attorney escrow check. (Tax Law §§ 1402(a), 1402-a, 1404(a), 1405(b)(4), 1409(a).)
ACRIS is itself an e-recording system. A firm enrolls as a registered e-submitter (free; one to two business days) and uploads the scanned deed, or submits through a portal vendor that acts as the submitter of record: Simplifile, CSC eRecording, ePN (eRecording Partners Network).
Third-party portals (Simplifile, CSC, ePN) can submit to ACRIS as the registered submitter of record and handle the cover-page round trip.
